I have a suggestion regarding this. To cover the expense related to Assamese wikimedia outreach programs prepeare a grant request and submit it to Wikimedia India chapter or Wikimedia Foundation. I remember chapter already gave some funds for 10th Anniversary. To open an account we need to get registered first. As registration process takes time so for the time being we can open an SB account on somebody's name and use it for Ass-Wiki fund. But this may create problem for that person to justify that account to the IT department while submitting IT returns. I support the idea as i personally discussed about it with Uddip Talukdar and Santanu Kausik Baruah at 10th Ass-Wiki Anniversary meet-up.
