চিংকী
চিংকী (ইংৰাজী: Chinky)[1] হৈছে সাধাৰণতে চীনা বংশোদ্ভূত ব্যক্তি এজনৰ উদ্দেশ্যে ব্যৱহাৰ কৰা এক জাতিগত অপবাদ।[2] সাধাৰণতে পূব এছিয়াৰ লোকসকলৰ দৰে দেখা যিকোনো লোকৰ বিৰুদ্ধেও কেতিয়াবা এই শব্দটো নিৰ্বিচাৰভাৱে ব্যৱহাৰ কৰা হয়। পূব এছিয়াৰ লোকসকলৰ চকুৰ বৰ্ণনা দিবলৈ এই শব্দটোৰ ব্যৱহাৰক অত্যন্ত আক্ৰমণাত্মক আৰু বৰ্ণবাদী বুলি গণ্য কৰা হয়, আৰু আধুনিক সাহিত্য বা আন মাধ্যমত ইয়াৰ অন্তৰ্ভুক্তি হৈছে বিতৰ্কিত বিষয়।[3][4] এছিয়ান লোকসকলৰ পক্ষত থকা কিছুমান সূত্ৰই এই শব্দটোক আফ্ৰিকীয় মূলৰ লোকসকলৰ বাবে ব্যৱহৃত বৰ্ণবাদী শব্দ 'নিগ্ৰো'-ৰ সমতুল্য বুলি অভিহিত কৰে।[5]
ভাৰতত জাতিগত অপবাদ ৰূপে চিংকী শব্দটো সঘনাই মুখমণ্ডলত পূব এছিয়াৰ বৈশিষ্ট্য থকা লোকসকলৰ বিৰুদ্ধে ব্যৱহাৰ কৰা হয়। ইয়াৰ ভুক্তভোগী হৈছে মূলতঃ উত্তৰ-পূব ভাৰত আৰু নেপালৰ লোকসকল, যিসকলক চীনৰ লোকসকলৰ সৈতে সম্পৰ্ক নথকা স্বত্বেও প্ৰায়ে চীনা বুলি ভুল কৰা হয়।[6][7]
২০১২ চনত ভাৰতৰ গৃহ মন্ত্ৰালয়ে অনুসূচীত জনজাতিৰ এজন ব্যক্তিক (বিশেষকৈ উত্তৰ-পূব ভাৰতৰ) উল্লেখ কৰিবলৈ "চিংকী" শব্দটোৰ ব্যৱহাৰক অনুসূচীত জাতি আৰু অনুসূচীত জনজাতি (অত্যাচাৰ প্ৰতিৰোধ) আইনৰ অধীনত ফৌজদাৰী অপৰাধ হিচাপে পাঁচ বছৰলৈকে কাৰাদণ্ডৰ সৈতে দণ্ডনীয় বুলি স্বীকৃতি দিছে। মন্ত্ৰালয়ে আৰু সতৰ্ক কৰি দিছিল যে তেওঁলোকে আইনখন বলবৎ কৰাত আৰক্ষীৰ যিকোনো বিফলতাৰ অতি গুৰুত্বসহকাৰে পৰ্যালোচনা কৰিব।[8]
