শিশু পৰ্ণগ্ৰাফি

শিশু পৰ্ণগ্ৰাফি (যাক শিশু যৌন উৎপীড়ন সামগ্ৰী বুলিও কোৱা হয়[1] বা শিশু পৰ্ণ; ইংৰাজী: Child pornography) হৈছে বিশেষ প্ৰকাৰৰ পৰ্ণগ্ৰাফ য'ত শিশু যৌন উত্তেজনাৰ বলি হয়। [8] শিশুক প্ৰত্যক্ষ ভাৱে জড়িত কৰাই বা শিশুৰ সৈতে যৌন উৎপীড়নৰ দ্বাৰা ইয়াক প্ৰস্তুত কৰা হ'ব পাৰে (যাক শিশু যৌন উৎপীড়ন ছবি বুলিও কোৱা হয়)।[9][10][11] শিশুৰ পৰ্ণগ্ৰাফিৰ উৎপাদনত শিশুৰ জননেন্দ্ৰিয়ৰ ফটো, ভিডিঅ' আদিৰ যৌন প্ৰদৰ্শনীৰ দ্বাৰা শিশুৰ উৎপীড়ন কৰা হয়। [14] শিশু পৰ্ণগ্ৰাফত বিভিন্ন মাধ্যম ব্যৱহাৰ হ'ব পাৰে, সেইসমূহত,[15] যিকোনো যৌন উত্তেজক লিখনি য'ত শিশুক কেন্দ্ৰীভূত কৰা হয়,[9][16][17] আলোচনী, ফটো,[15] ভাস্কৰ্য, ছবি,[15] কাৰ্টুন,[15] পেইণ্টিং,[15] এনিমেচন, চাউণ্ড ৰেকৰ্ডিং,[18] ভিডিঅ',[15] আৰু ভিডিঅ' গেম ইত্যাদি।[19] লাভ অৰ্জন বা আন কাৰণত শিশু পৰ্ণগ্ৰাফ সৃষ্টি কৰা হ'ব পাৰে।[20]

১৯৭৭ চনত আমেৰিকা যুক্তৰাষ্ট্ৰত শিশু পৰ্ণগ্ৰাফি তৈয়াৰ কৰা মুনাফা কোম্পানী সমূহ নিষিদ্ধ কৰিবৰ বাবে আইন প্ৰণয়ন কৰা হয়। ১৯৮৬ চনত মীছ প্ৰতিবেদন অনুযায়ী এই পৰ্ণগ্ৰাফিৰ দ্বাৰা শিশুৰ ওপৰত বিৰূপ প্ৰভাৱ পৰে আৰু এই কাৰণতেই শিশু যৌন উৎপীড়ন আৰু পৰ্ণগ্ৰাফি আইন ১৯৪৬ প্ৰণয়ন কৰা হয়। কংগ্ৰেছে ১৯৮৪ চনত শিশু সুৰক্ষা আইনৰ প্ৰৱৰ্তন কৰে আৰু শিশু পৰ্ণগ্ৰাগ্ৰাফৰ সংজ্ঞা বিস্তৃত কৰি ইয়াৰ উৎপাদন আৰু সৰবৰাহেৰে জড়িত যিকোনো অনুষ্ঠান বা ব্যক্তিক অপৰাধী ঘোষণা কৰে।[21]

 

ৰাষ্ট্ৰীয় আন্তৰাষ্ট্ৰীয় আইন সম্পাদনা কৰক

শিশু পৰ্ণগ্ৰাফি আইনবোৰে প্ৰায় সকলো সমাজৰ উৎপাদক আৰু বিতৰকসকলৰ ওপৰত জৰিমনা আৰোপ কৰে। বিতৰণ কৰা সামগ্ৰীৰ পৰিমাণ আৰু সমলৰ ওপৰত নিৰ্ভৰ কৰি অ-বাণিজ্যিক বিতৰণৰ শিশু পৰ্ণগ্ৰাফ প্ৰস্তুত কৰ্তা সকলৰ কাৰাদণ্ড পৰ্যন্ত হ'ব পাৰে। অৱশ্যে কিছু কিছু ক্ষেত্ৰত এই আইনে সুচলতা প্ৰদান কৰে।[9]

২০০৬ চনত, ইণ্টাৰনেচনেল চেণ্টাৰ ফৰ মিছিং এণ্ড এক্সপ্লয়টেড চিল্ড্ৰেন (আইচিএমইচি) নামৰ সংস্থাটোৱে ১৮৪খন ইণ্টাৰপোল সদস্য দেশত (পিছলৈ ১৯৬ খন) শিশু পৰ্ণগ্ৰাফৰ বাবে আইনৰ উপস্থিতিৰ ওপৰত এক প্ৰতিবেদন প্ৰকাশ কৰিছিল।[22][23][24][25] "চাইল্ড পৰ্ণগ্ৰাফি: মডেল লেগিচলেচন এণ্ড গ্লোবাল ৰিভিউ" নামৰ প্ৰতিবেদনখনে ৰাষ্ট্ৰীয় আইন ৰখা হৈছে নে নাই মূল্যায়ন কৰে:

(১) বিশেষভাৱে শিশু পৰ্ণগ্ৰাফী সন্দৰ্ভত স্থিত; (২) শিশু পৰ্ণগ্ৰাফীৰ বিষয়ে এক সংজ্ঞা আগবঢ়ায়; (৩) কম্পিউটাৰ-আধাৰিত অনাচাৰসমূহক অপৰাধৰ মান্যতা প্ৰদান কৰে; (৪) বিতৰণ কৰাৰ বিষয়ে বিবেচনা নকৰিলেও জ্ঞাত অৱস্থাত হাতত ৰখা শিশু পৰ্ণগ্ৰাফীক অপৰাধৰ মান্যতা দিয়ে; আৰু (৫) আইএচপিসমূহে সন্দেহজনক শিশু পৰ্ণগ্ৰাফীৰ বিষয়ে আইনৰক্ষীক বা আন আইনী পক্ষক অভিযোগ দাখিল কৰাটো বিচাৰে।[23][26][27]
