I have moved the page you made to বেটুপাত। Actually, that index page I designed as a template and just included in বেটুপাত। The template is {{সাঁচ:বেটুপাতৰ বিস্তৃত সূচী}}. The page you developed is in yourspace only, I've just put a #redirect.
Further, as an experiment, I've created the first portal: Wikipedia:অসম. See it, and try what you want to. These decisions I've taken all by myself and without asking anybody. I did so, because I am annoyed about people stalling good work by simply not participating, and I don't like delay. I have done it in good faith and I can defend it. So, if someone asks you about your involvement in it, you can tell them that it was my idea. I'll handle it.
Now, about portals. Portals are very closely related to classification, with which you are closely related, I've seen you classifying articles. Actually you and I are thinking the same.
Now the critical part. You might know it already. Wikipedia has a flat (i.e. linear) structure. Due to the Category mechanism the articles are connected to each other like a graph. The file system in computer is actually a tree, to find something on it, one must approach from the root. But with a graph of interconnected node doesn't have that limitation and it enables us to have numorous views of data.
A portal is placed at various entry points to serve as a starting point to a path of knowledge.
I don't know whether you could understand the above or not, because it is highly technical. But my point is as follows:
In all other wikipedias there are standard entry points: Arts, Biography, ... etc. I feel we should adhere to it, not the entry points like Assam, India, etc. Actually we are breaking wikipedia policy, it's wikipedia, its not Assam tourism website.
What I feel is that both you and I start working on portals and classifications and start working more after our exams are over. You think of a clasification scheme like other wikipedias.

I think that as long as its a matter of user and usability training, we should resort to the simple Eng wiki. Not all users are comfortable with English, but I feel that if they need to know some untranslated items, they should be reffered to the simple wiki not the Eng wiki. See the new help section.
