ডা: ৰমেশ চন্দ্ৰ ডেকাৰ জন্ম হয় ১৯৪৮ চনৰ ১ অক্টোবৰত অসমৰ কামৰূপ জিলাৰ বাইহাটা চাৰিআলি নিকটৱৰ্তী মুক্তাপুৰ গাঁৱত। ঘৰৰ ওচৰৰে পাতিদৰং বিদ্যাপীঠ হাইস্কুলৰ পৰা তেওঁ হাইস্কুল শিক্ষান্ত পৰীক্ষাত উত্তীৰ্ণ হৈছিল। তেওঁ ১৯৬৯ চনত গুৱাহাটী মেডিকেল কলেজৰ পৰা এম বি বি এচ ডিগ্ৰী লাভ কৰে। ১৯৭৩ চনত তেওঁ এইমছৰ পৰা চকু,নাক আৰু কাণ বিষয়ত এম এছত উত্তীৰ্ণ হয়।[8]

ডা: ৰমেশ চন্দ্ৰ ডেকাৰই ১৯৮১ চনত এইমছত অধ্যাপকৰূপে যোগদান কৰে। ইয়াৰ পূৰ্বে তেওঁ মণিপালৰ কস্তুৰবা মেডিকেল কলেজত চকু, কাণ আৰু নাকৰ চিকিৎসা বিভাগত অধ্যক্ষ ৰূপে (১৯৭৬-১৯৭৯) আৰু পণ্ডীচেৰীৰ জৱাহৰলাল নেহৰু ইনষ্টিটিউট অব পষ্টগ্ৰেজুৱেট মেডিকেল এডুকেশ্যন আৰু ৰিচাৰ্ছ ত অধ্যাপকৰূপে (১৯৭৯-১৯৮১) কাৰ্যনিৰ্বাহ কৰে।

১৯৭৭-৭৮ চনত তেওঁ চিকাগোৰ নৰ্থৱেষ্টাৰ্ন উনিভাৰ্চিটিত চিকিৎসাবিজ্ঞান সম্পৰ্কীয় গৱেষণা কৰে। তদুপৰি তেওঁ আমেৰিকা যুক্তৰাষ্ট্ৰৰ কেইবাখনো উল্লেখযোগ্য প্ৰতিষ্ঠানত চিকিৎসা সম্পৰ্কীয় প্ৰশিক্ষণ লাভ কৰে।

২০০৮ চনৰ ১৯ আগষ্টত তেওঁ এইমছৰ সঞ্চালক হিচাপে মনোনীত হয় আৰু ২০০৯ চনৰ ১০ মাৰ্চত নিযুক্তি লাভ কৰে।[9]
